SharePoints currently only changes the permissions for the top level share.  Can SharePoints be modified to apply permissions to all folders contained within the shared folder?

Yes, SharePoints could be modified to perform this function.  However, it would be duplicating the effort by the Finder developers.  In the Finder, if you get info on a folder and then look at Ownership and Permissions, you can change permissions and apply the new permissions to every folder and file contained within the current folder by clicking the Apply to enclosed items button.

You can also download BatChmod and use it to change directory and file permissions.
